UPTET जूनियर सामाजिक और भाषा बी.एड एवं टेट पास विद्यार्थीयो का भविष्य चोपट ?

उत्तर प्रदेश मे सरकार की दोहरी नीति के कारण अब तक ३ लाख जूनियर सामाजिक और भाषा बी.एड एवं टेट पास विद्यार्थी का भविष्य चोपट होने के कगार पर पहुँच चूका है , प्रदेश में आर टी ई लागू होने के बाद वर्ष २०१० से अब तक लाखो विद्यार्थी जो जूनियर सामाजिक और भाषा बी.एड एवं टेट पास है सरकार से अपनी भर्ती की आस लगाये बैठे है परन्तु सरकार विद्यार्थीयो से दोहरी नीति अपना रही है एक ओर २९३३४ गणित और विज्ञानं की भर्ती हो गयी वही दूसरी ओर सामाजिक और भाषा बी.एड एवं टेट पास विद्यार्थीयो की सरकार को कोई चिंता ही नही है !

जूनियर सामाजिक और भाषा बी.एड एवं टेट पास विद्यार्थीयो ने लाखो रुपए खर्च कर और अपना बहूमूल्य समय वयतीत कर यह डिग्रीयां ली थी परन्तु ये अब सब बेकार होने के कगार पर है क्योकि जूनियर सामाजिक और भाषा की कोई भर्ती सरकार द्वारा नही निकाली जा रही है जिस कारण विद्यार्थीयो का आर्थिक और सामाजिक मनोबल बिलकुल टूट चुका है जिसके निम्न कारण है !

( १ ) सरकार जूनियर सामाजिक और भाषा की टेट परीक्षा ३ बार करा चूकि पर अब तक कोई भर्ती नही निकाली !

( ३ ) जूनियर मे गणित और विज्ञानं की सीधी भर्ती हुई और शेष पदो पर प्राइमरी से प्रमोशन कर दिया गया !

( ३ ) कुछ विद्यार्थीयो के टेट सर्टिफिकेट २६ नबम्बर २०१६ को ऐक्सपयर हो जायेगे !

( ४ ) अगर सरकार को भर्ती निकालनी ही नही थी तो सामाजिक बी.एड एग्जाम को बंद कर दे चाहिए !

( ५ ) जूनियर सामाजिक भर्ती ना निकाल कर सरकार ने सामाजिक और भाषा बी.एड एवं टेट पास विद्यार्थीयो के समानता के अधिकार का खुला हनन किया है !

As we all know India had replaced planning commission with a new organization known as National institution for transforming India or NITI Aayog for this Indian government issued a resolution on 1st January 2015 and gave details of the new body. The institutional framework of indian government had developed and matured over the past few years. This had allowed the development of various domain expertise which gives us the chance to increase the specificity of functions given to the organisation. Seeing the present planning process, there’s a desperate desire to separate as well as energize the distinct process of governance from the strategy of governance.

In relation to the context of governance structures and the tough competition what India is facing from China and the United State , Indian was sure of establishing an organisation that serves as a think tank for Indian government – a directional and policy generator according to the present scenario and looking the future prospects for the development of the country. The proposed institution is going to provide government at the central and state levels with relevant strategic and technical recommendation across the spectrum of key elements of policy for the betterment of community. This Aayog will work on matters of national and international importance on the economic platform and infrastructure , the infusion of new policy ideas and specific issue-based support , dissemination of best practises from in the country as well as from other nations.

The institution will have the mandatory resources like knowledge, skills and, ability to act with speed to provide the strategic policy vision for the government as well as contend with contingent issues.

Facing tough competition from the whole world India really needs a model that will work on social , economic and cultural front , for this India needs its own strategy for growth and this institution has to zero in on what will work in and for the Nation . It is going to be a totally Bharatiya approach to development

Objectives of NITI Aayog

The institution will work as a bridge between state and central government for the development of the people on the basis of knowledge , technical skills , health facilities , economic growth and collaboration between organised and unorganised sector , along with these the NITI Aayog will work towards the following objectives:

( 1 ) NITI aayog will play a important role in creating a vision of national development priorities, sectors and techniques with the active involvement of States in the light of national objectives with respect to national development along with this NITI Aayog have a wide vision that will provide a framework ‘national agenda’ for the Prime Minister and the Chief Ministers of particular states to provide impetus to.

( 2 ) NITI aayog will develop mechanisms to formulate credible plans at the village level and aggregate these plans progressively at higher levels of government in each state.

( 3 ) NITI aayog will provide growth of cooperative federalism through structured support initiatives and mechanisms with the States on a continuous and progressive basis, with a motto that strong States create a powerful nation.

( 4 ) To ensure all areas that are specifically referred to it and have the interests of national security are incorporated in economic strategy and policy of each state along with the central government.

( 6 ) To design and implement strategic and long run policy and programme frameworks and initiatives, and monitor their progress and their efficacy. The lessons learnt through monitoring and feedback will be used for making innovative improvements, including necessary mid-course corrections.

( 5 ) To provide special attention to the sections of our society that will be at risk of not benefiting adequately from economic progress.

( 7 ) To provide recommendation and encourage partnerships between key stakeholders and national and international like-minded think Tanks, as well as educational and policy research institutions.

( 9 ) To offer a platform for resolution of inter-sectoral and inter-departmental issues in order to accelerate the implementation of the development agenda.

( 8 ) To create a knowledge, innovation and entrepreneurial support system through a collaborative community of national and international experts, practitioners and other partners.

( 11 ) To actively monitor and evaluate the implementation of programmes and initiatives, including the identification of the needed resources so as to strengthen the probability of success and scope of delivery.

( 10 ) To maintain a state-of-the-art Resource Centre, be a repository of research on good governance and best practises in sustainable and equitable development as well as help their dissemination to stake-holders.

( 12 ) To focus on technology upgradation and capability building for implementation of programmes and initiatives.

( 13 ) To undertake other activities as may be necessary in order to further the execution of the national development agenda, and the objectives mentioned above.

The NITI Aayog will comprise the following:

( 1 ) Prime Minister of India as the chairman

( 2 ) Governing Council comprising the Chief Ministers of all the States and Lt. Governors of Union Territories

( 3 ) Regional Councils will be formed to address specific problems and contingencies impacting more than one state or a region. These will be formed for a specified tenure. The Regional Councils will be convened by the Prime Minister and will comprise of the Chief Ministers of States and Lt. Governors of Union Territories within the region. These will be chaired by the chairman of the NITI Aayog or his nominee.

( 4 ) Experts, specialists and practitioners with relevant domain knowledge as special invitees nominated by the Prime Minister The full-time organizational framework will comprise of, in addition to the Prime Minister as the Chairperson:

( 5 ) Vice-Chairperson: To be appointed by the Prime Minister

( 6 ) Members: full-time

( 7 ) Part-time members: maximum of two from leading universities research organizations and other relevant establishments in an ex-officio capability. Part time members will be on a rotational basis. Ex Officio members: maximum of four members of the Union Council of Ministers to be nominated by the Prime Minister.

( 8 ) Chief executive officer : To be appointed by the Prime Minister for a fixed tenure, in the rank of Secretary to the govt. of India.

( 9 ) Secretariat as deemed necessary.

What are Payments Banks ?

Payment banks are those banks which are registered as a public limited company under the Companies Act, 2013, and licensed under Section 22 of the Banking Regulation Act, 1949, and its activities regarding these specific licensing conditions are restricted only to acceptance of demand deposits and provision of payments and remittance services.
So payment banks in India will be allowed to open current accounts and savings bank accounts with a deposits of up to a maximum of Rupees 1 lakh per customer. Where as they are eligible to issue debit cards and offer services like remittance and utility bill payments, along with this promotes and distribute simple financial products like insurance and mutual funds through channels like Internet, mobile banking, branches, and business correspondents.

Function of Payments Banks ?

( 1 ) Payments Banks can accepts deposits, offer payments and remittance services.
( 2 ) They are eligible to issue ATM cum Debit Cards .
( 3 ) Can functioning as Business Correspondent (BC) of other Nationalised banks offers those services which it cannot offer.
( 4 ) They can distributes products such as mutual funds and insurance policies.
( 5 ) Unlike and other nationalised bank they services are limited and so they can't offers loans to the customers.
( 6 ) In initial stage of this banking they are allowed only to hold a maximum of Rupees 1 lakhs per customer account.
( 7 ) The minimum paid up equity capital will be Rupees 100 crore.

The foreign shareholding in these banks would be as per the extant FDI policy.

List of rural banks in India is very long where as Rural banks also know as regional rural banks in India.History of Regional Rural Banks ( RRBs ) started from the year 1975 when these banks were established under the provision of the RRB Act 1976 with a straight forward view in developing the rural economic as well as to creating an alternative channel to "Co-operative Credit Structure" in order to ensure sufficient institutional credit for rural and agricultural sector of whole India.In simple words we can say that Regional Rural Banks ( RRBs ) were established to take the banking sector to the door steps of rural India, were people don't have any access to banking services.

These banks provides institutional credit to the weaker and poor sections of the society at low rate or interest.These banks were also intended to customise rural savings and categories the productive activities in the rural area.On 2 October, 1975 initially 5 RRBs were established at Moradabad and Gorakhpur in Uttar Pradesh, Bhiwani in Haryana, Jaipur in Rajasthan and Malda in West Bengal, later on RRBs were extended to others districts in India.

Initially RRBs were established to support the productive activities in the rural area but with effect from April 1997 the concept of priority sector lending was made applicable to RRBs and rates on terms deposits offered and interest rates on loans charged by Regional Rural Banks have been freed and very important is that each rural bank has its own sponsor bank which provides all infrastructure to these banks mostly nationalised banks.

First train in India was started on a small rail route of 34 kilometers between Bombay and Thane on 16 April 1853.
